Budget Analyst with Security Clearance

Our client has an opening for a Budget Analyst.
This person will provide budget and finance consulting to the Office of the Assistant Secretary of the Navy, Financial Management and Comptroller.
The right candidate will have at least 4 years of DoD budget experience and experience with Navy ERP and PBIS.
Must have experience working in a complex customer environment, possess a flexible mindset, and is solution oriented.
Additionally, this person will need to have a DoD Secret clearance.
If you do not have an active clearance, you will not be considered for the role.
This role is hybrid with two working days at the Pentagon and three remote.
Desired Skills and
Experience:
o DoD Secret clearance;o Bachelor's degree in accounting, finance, or similar;o Must have 4 years of DoD Budget experience,o Understanding of the budget formulation and budget execution processes in the DWCF (outside of the Navy), including rate-setting processes for various types of business lines in the DWCF.
o Experience with Navy budget systems and tools (e.
g.
, Navy ERP and PBIS);o Strong critical thinking and analysis, planning, and problem-solving skills;o Advanced verbal and written communication ability.

Responsibilities:
o Serve as a budget analyst, working collaboratively with senior staff to develop and recommend milestones, objectives, and plans to achieve Navy FM&C's long- and short-range mission priorities;o Provide advice, assistance, and guidance on the development and submission of budget priorities and providing input on strategic planning initiatives;o Perform budget formulation work involving the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request;o Develop operational and financial plans for the organization's programs, estimates of the financial resources needed for the programs, and recommendations for how to fund the programs;o Provide Budget Formulation Guidance to Secretariat Staff Offices;o Prepare Budget Exhibits by appropriation and other topics, including the Audit Resources Budget Exhibit;o Prepare SRB and POM/DON/OSD/Congressional Submissions;o Prepare responses to Congressional RFIs and Appeals, working with FM&C leadership to understand the requirements and align messaging to budget strategy and roadmap;o Perform Budget Execution activities, including Execution Tracking and Reporting, conducting Dormant Account Reviews, and supporting the Services Requirements Review Board (SRRB), provide guidance to Secretariat Staff Offices.
