Summary You will serve as a Senior Program Analyst responsible for programs, projects, efforts and concepts for resourcing and planning in support of mission goals and priorities from the Navy, coordinating, collaborating, and integrating with the Defense Intelligence Enterprise and broader IC CommunityThis position is located at the Pentagon, Arlington, VA in the DNI/DDNI OPNAV SUPPORT STAFFDutieso You will represent Navy at the GG-15/O-6 level in continuous engagements with other OPNAV offices, offices from the other Service Headquarters staffs, and designated elements of the Office of the Secretary of Defense (OSD) and ODNI.o You will collaborate within N2N6Q, across OPNAV staff, and in partnership with MIP/NIP activities to draft proposed Navy program plans, policy directives, and concept documents consistent with the rules governing Title 10 PPBE/Title 50 IPPBE.o You will plan, organize, develop and coordinate research and development efforts incorporating military, civilian and contractor personnel to achieve program objectives that encompass a wide variety of efforts.o You will recognize, develop, assess, and transition emerging technologies and methodologies to address NAVINTEL threats, challenges, and priorities.o You will maintain a continuous liaison with other Senior Staff, other service headquarters counterparts, and DoD offices to integrate NAVINTEL with DoD and the IC.o You will provide expert level support to ensure close working relationships on a wide variety of operational and technical efforts, programs and issues.o You will assess current and future programs for their ability to meet the Navy's short and long term operational requirementsRequirements Conditions of Employmento Must be a US Citizen.o Must be determined suitable for federal employment.o Must participate in the direct deposit pay program.o New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification checkTo learn more about E-Verify, including your rights and responsibilities, visit e-verify.govo You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI)Failure to do so may result in the withdrawal of an offer or removalIndicate the level and date of your clearance in your resume.o Successful completion of a pre-employment drug test (including marijuana) is requiredA tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the testYou will be subject to random testing.o You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.o Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.o Males born after 12-31-59 must be registered for Selective Service.o All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C1601This position is in the excepted service and does not confer competitive status.o This position requires a periodic polygraph examination.o This position may require a 2-year DCIPS trial period requirement.o This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sitesYou must be able to travel on military and commercial aircraft for extended periods of timeQualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
1) Managing or providing the N2N6Q Division Director, Deputy Division Director, and fellow Branch Heads expert advice regarding the articulation of requirements for, assignment of resources to, and assessment of results achieved by Navy acquisition programs and operational activities aligned under the authorities of the Title 10 Military Intelligence Program (MIP) and/or Title 50 National Intelligence Program (NIP); 2) Conducting analysis of Intelligence programs, technologies and warfighting issues, and delivering results to support senior leader programmatic and investment decisions; 3) Representing the Navy at the GG-15/O-6 level in studies, task forces, working groups, and other standing and ad hoc venues that cover topics applicable to the PPBE of Title 10 MIP requirements, resources, and results and/or the IPPBE of Title 50 NIP requirements, resources, and results within and beyond the Future Years Defense Program (FYDP) planning framework; 4) Working collaboratively within N2N6Q, across the OPNAV staff, and in partnership with portfolio stakeholders to identify, assess, and provide expert advice regarding the proper programmatic handing of emerging technologies, methodologies, and concepts having the potential to advance Intelligence in the Navy under Title 10 MIP authorities and/or advance Navy in the Intelligence Community under Title 50 NIP authoritiesAdditional qualification information can be found from the following Office of Personnel Management website:
